  I also encountered that bug, and some other related older bug: if the remaining floors are 4 you cannot continue placing them until you reselect the tile, as you said.
  And something even more quirky: you can add a certain maximum number of elements: for example if you used many "city apartment" items, you can only use a few "80s club" items.
  I thought I solved this by changing the background, it worked for a while, but after expanding my space with more and more different items, the limitation appeared
  again.

  Additional information: Looked at this again today, the bug doesn't seem to always appear. Only every so often.
